Panic attacks or something else? Empty Panic attacks or something else?

My current foster has started to pant frantically, at random times, and it takes him a significant amount of time to calm down/return to normal breathing. There seems to be a greater frequency at night, when he's sleeping. Last night, we brought him into our bed when this "attack" happened around 10:30pm .... but another one happened around 1:00am. I let him outside for 5 minutes & he slept soundly until 5:30am...but has been lackadaisical all morning; barely ate breakfast.

Are fosters known to have panic attacks, or could this be something else?
